Child abuse

I live in a country where child abuse is still a big issue.
I guess the main reason is that having children is like an obbligation in most of the families. If you don't get pregnant in first few months (1-3) of marriage people get suspicious that you're infertile (of course the woman is the one who's infertile, man is always fertile) and the husband's family doesn't like you or respect you. I'm talking about most of the cases, of course, it doesn't apply to all.
So woman take responsability of having children too early and they imagine it mostly like a game I guess and have no idea at all what it means to raise a child. They imagine it's most about feeding and taking them to school and in case if they missbehave - yelling or beating, of course. Most of people think it's normal, but hey, they've been raised like that themselves.
Now the bigger issue here is that the society doesn't take responsability. It's mostly like: "Her family, her problems". This goes on even after the story, when a woman killed her own son beating him with a piece of wood few years back. Everyone knew she was beating him up every day but said nothing. And when the kid died they felt no responsability for it at all.
You can see parent like that even in the streets. Yelling at their children something like 'I hate you' or 'You're a bad son' or hitting them.
I just can't resist watching that so yesterday when I saw another mother like that I told her that she should be ashamed and she should be sued and stuff. She just looked at me for a second, then ignored me and went on. I don't know who she is and where she lives and I can do nothing about it and the wors part is that no one who knows it all will do nothing. There were bunch of other people when I was talking to her. No one even cared that she was hitting and screaming at her kid and no one cared about his cries.
